Fill Minor leagues with fictional players

I did an expansion draft of 30 players. Now want to fill my minor leagues. How do I add fictional players to all levels of the minors? So far I can fill Majors but not minors?

Go to league settings use the pull down menu on the right side to go to each league and then fill league with fictional players

There is no universal way to do that, as dl575 said you have to do it for each league

Is there a way to turn this off? I was trimming fat from my minor league teams and after simulating for a couple of days, each team is maxed out with players. WTH?! In those few days, I went out and signed a bunch of free agents - looks like for nothing. :-)
