Hi I wanted to bump this because I'm seeing the same thing. I know we're about ready to shift to OOTP21 but I just migrated my long-running league to OOTP20 and am encountering this same issue - I'm noticing mine in the starting rotation.

At AAA I have three real SPs and at AA I have four. The AI managers insist on starting all the minor league pitchers on three days rest despite the fact that I'm set to a 5-man rotation. I've never had this problem with previous versions - I could have two or three real SPs and they would start every five days. I'm worried that my young SPs are going to burn out.

Matt Arnold, since you pointed out that a recent tweak you made might have caused this issue, Is a patch for OOTP20 going to be issued to address this? Or is it only going to get addressed in OOTP21? If no patch, is there a workaround? Right now my AAA has 20 players and AA has 21 - would I be better off filling my AAA to 25 and keeping AA at 16? You mentioned your tweak deals with "almost-full" minors, so would doing something like that give me closer to what I would see from previous versions?

For what it's worth, the workaround seems to be working. I basically filled up my AAA rotation with five SP and left only two SP at AA. Now pitchers seem to be getting used as you would expect with four days rest in between, just like previous versions.

OK, I spoke too soon. The workaround of unbalancing the levels so that one is full and the other is less full definitely helps, but it's still not how it used to be in old versions. Especially with the pitchers, too many guys getting burnt out or pitching on only a few days rest.

I'm assuming this isn't going to get fixed for OOTP20, but can someone comment on whether it's being fixed in OOTP21? Usually I wait awhile to import my league to a newer version to make sure it's stable, but I feel like the minor league management with ghost players and fatigue is adversely affecting my minor leagues' development.
