Help starting new leagues?

Is there a reference guide or other useful source(s) to help someone who wants to start their own online league? I read somewhere it describes it "in detail" in the manual, but I see absolutely no reference. I'm trying to get one going between a local group, but really have no clue as to how it works. Any help is much appreciated.

I'm sure that you will get this advice more than once, but I would suggest participating in an online league for a couple of months before trying to start one.

Starting a league, and more importantly running a league is time consuming and can be difficult. You really need to know the game and how it works in an online setting. The only way to do that is to get your feet wet first.

The best guide is to use this message board and ask questions. There is more knowledge about OOTP floating around in this place than could ever be put into a manual.
