Retiring Numbers in MILB?

I am trying to retire numbers in my minor leagues, but when I try to retire numbers in the minor leagues I am not seeing a way to do this. I know I have done this in the past, somehow, in other versions.

In my major league I can go into history-Info-retired numbers, and choose to retire a number, but if I try to do this in the minor leagues retired numbers does not show up in history. Even with my own affiliated teams. I know I have done this somehow in previous versions.

Anyone have any idea how to do this? Do I have to be in control of the minor league team to do this? I did try assigning "Act as" to the team I am trying to change, and did not work. Is there something in settings that needs to be changed to do this? I cannot figure out why it will not let me do this. I always play Commissioner mode, so I know that is not the issue. Any help would be greatly appreciated.
