Trying to adjust injuries: Where is the "OOTP Menu?"

This might seem like a silly question, and even the wrong place to ask, but I'm just totally lost. I am unsatisfied with how many injuries have been occurring in my save, so I want to adjust the frequency from Normal to Low. However, every search on how to do this turns up that if I want to do it after game creation, I need to go to the "OOTP Menu". For the life of me, I can't find it anywhere in the game and its starting to frustrate me. So I suppose the my question is how do I turn down injuries, and where is the "OOTP Menu" so I can do this?

OK, and then what? There's no option to do it on that screen, and the manual says to go to the "Game Setup" tab, which also doesn't exist.

Under 'Game Settings', then 'Players & Facegen', you can adjust the injury frequency to your preference.
