How do they decide who is promoted?

How do they decide who is promoted, I have the most wins in the entire league and am not going to be promoted.

I take you lost the LDS. Only teams that make the LCS get promoted when four teams are promoted.

Usually it's the top 4 from the playoffs, regular season record doesn't matter.
