1967 Expansion Draft question

What date does the expansion draft occur? I am trying to start a game as the North Stars GM right before the expansion draft.

To do this I started unemployed in 1966 and simmed through June 1st 1967.
I then simmed one day at a time, it's June 11th and no expansion teams or expansion draft.

The teams appear on July 1, the draft is on July 2.
