Cannot promote injured player

Just updated to 5.13 at the end of my solo league season. Did all the offseason stuff, including signing an injured player in free agency. The day before the new season starts I went to move the new player, who still is injured for a few more days, up to the active roster from Triple A where he went after signing. But I am not allowed to do it and told injured players cannot be demoted. I am assuming the fix here on demoting injured players did not mean to also keep them from being promoted, so I figured I mention this.

Surprised I never thought to "cheat" the DL on brief injuries by using the minors.
