Is there a minimum PP earning limit?

Is there a minimum amount of PP a team can earn? Or is that number potentially zero?

EDIT: I have posted this in PT20 forum as well because I know PP generation was significantly altered for 20.

Each team is guaranteed an All Star, so the floor is above 0, though not by much.
