Question about player evaluation AI
If there's say a free agent starting pitcher who is an average or above average major league hitter, would NL teams value him higher than AL teams because of the rules difference? Are they likely to offer him more money than an AL team would?

Unless he's a Babe Ruth or at least a Don Newcombe, a pitcher's hitting skill doesn't add enough to a team to be worth very much. A regular starter will get perhaps 20 plate appearances a month. If he's a .250 hitter, he'll get five hits. If he's a .100 hitter, he'll get two. How much would you pay for three hits a month?

if you have the 2-way players enabled, they might see him as a batter or use him in that way. but if he's just a 'good hitting pitcher', nope.
