Cannot submit offer for MLC

Anyone take a guess as to why I cannot submit any offers, including MLCs?

Is he balking at the offer, even though it's what he asked for?

Click on "Meet Demand" or "Ask for Response". After that the "Submit Offer" option should be available.

That was what I had originally done and it didn't work. This is not something I have encountered before as I have routinely signed players who played in other leagues to MLCs during September.
