The answer would be yes if all we had was people who will spend any amount to win in Perfect, and those who want to spend nothing. In reality, however, you have everyone in between those two extremes as well.
If you want to win asap at Perfect and your willing to spend $500 to do it, that certainly can be made to happen - but personally I want more of a challenge than just opening my wallet. I'm playing two ways this year; (1) F2P where I will crawl my way through the levels trying to maximize every Point I can, and (2) a P2P team where I'm putting my spending limit at $100 for the year. I will squeeze everything I can, but if I see an obvious improvement to the team that will speed things up, I'll jump on it.
After a year of this I think I'll understand a lot more about the game than I do now
