Are cities going to be equalized at the start financially or will New York be a bigger market than Seattle as an example?

As best the game can, equal tv rights (when tv's are invented).

Luxury Tax (when you vote it in) Revenue Sharing

Players / Records will determine how fast your cities fall in love with your teams... which will draw bigger crowds, which draw more money to build bigger stadiums.
