Do reserve roster players develop like MiLB?

If i do promo/rel league w/ no MiLB and reserve rosters, will the drafted kids of the future develop at the same pace as if I had a MiLB system in place?

I don't know about the same as MiLB but I know I've read it in the manual that reserve roster players will continue to develop.
