Draft signing period

So I had two players that I couldn’t sign during the signing period but I noticed they were on my free agent list on July 1st (I’m guessing the KHL contract ended on 6/30).

My question is since they showed up on the fa list, were they available for anyone to sign? I was able to sign them into entry level contracts but curious if other teams could as well.

Also I noticed other teams signing drafted players well past the June dates (like in August or so). Is the 23rd-30th only a rule for certain players/leagues?

If their rights were up, yes, they were unrestricted free agents and thus free to sign with everyone else.
