Online game trading

Are other GM's able to propose trade in their game (while in the team file) and/or see the scout appraisal ?

If not, can the commissioner make trade proposals for other GM's and wait to see whether the AI approves or not ?

Or is the only option to force trade manually ?

No to proposing a trade with another human team, that has to be done via force trade (for now.) But if the commissioner submits a trade offer for a human team to an AI team, the AI team will respond.
