Scouting
Why is there such a disparency between central scouting and my own scouting staff? It seems that high rated players are always giving a star or two lower ratings by my own staff evaluations, despite having excellent scouting stats.

Central Scouting doesn't always get it right. Nor does your Scout staff. Sometimes it conflicts. Usually trust your scouts though.

I understand that. But it seems to happen A LOT! Usually it's the norm rather than the occasional

the thing is tho that your own scouts value your players a half to one star lower. Almost in all instances. why is that?

Central Scouting seems to have some pretty awful scouts

Might be a display problem with the central scouting and/or consensus charts. We'll have a look.

Effectively the same in most cases unless you had a big skill disparity in your scouts and the players on other teams were scouted by the worst ones. The major difference is that the scouting level will never deteriorate - you don't need to maintain A-level on your own players, where you do on the external ones.
