What happens without adjust yearly totals to history set?

This occurred to me when I was setting park factors for four parks for a non-historical expansion in an historical game. I was at first considering that in aggregate the four additional parks should be neutral park factor. But it seems that even if not the game engine would adjust. Anyway, forget expansion for a moment, and my question is without the adjust totals turned on, does the game go crazy? I mean, is it necessary because player ratings can't be relied upon to average out and produce reasonable results over a decade or more?
