Remind me -- offseason v preseason

Been a while since I played OOTP... just finished my first solo fictional season, and am trying to remember the best time to:
* add an expansion team (and/or move team's locations, fold teams, etc.)
* manually modify team revenue settings

If I recall, you can expand anytime in the offseason or preseason, but is there an ideal date to do it to allow for expansion draft and not mess up other offseason activities? When moving or folding a team, I want it to be reflected correctly in the League History index.

For team revenue settings, I think I have to set them just prior to the offseason as contracts tend to be signed the 1st day of the offseason correct? (reserve era rules). I suppose no harm in updating them and then running the assign contracts function.

Moving a team, I would likely wait until the pre-season just to make sure the previous season is "over" fully first. Just about everything else, usually best to do first thing in the off-season, so the AI has a full off-season to sign players and get setup for the season.
