Editing league

Found bug when editing a league will add 20 millions for the teams budjet.

It's easy to reproduce, just go to edit league, hit save and its done.

It looks like it can be cumulated as in my save the KHL somewhat has 100 million dollars budget

Yeah, that explains how that happened when the test games were all OK. Should be easy to fix.
