Impersistent Association Age Settings

I have a college association and a high school association. The leagues associated all have their own age settings. If I do not set age settings in the association, the teams will ignore the league's age setting and I end up with 42 year olds in high school. When I set the association setting, it does not stick. I have to keep changing it all the time. I think it resets every time I load the game. I wish having the association setting at 0/0 would defer then to the league setting, but it seems that the association setting trumps the league setting no matter what.

I can confirm that it happens every time I load the game. The settings are not saved.
