Online?
Is the only way to create an online league by making a website? Or is there a way to make online leagues without having to pay outside sources?

You can make one and use dropbox or google drive to transfer files. You can create a Slack forum for your league. The problem is the file transfers. You need a place to put the league file so the other GMs can download it.
