Creating a Template?

I'm having trouble creating a template based on my fictional league. The online manual offers directions that aren't accurate, and we're well outside of game creation time. Anyone have suggestions?

check available actions from main league settings (all functions?) or league structure areas? i think it's in more than one spot, too.

this is something i lost track of every once in a while in the past. fairly certain that's the right area off top of my head.

during game creation -- available actions for sure or the advanced tab etc. that will be much smaller file and sans players in most contexts (real 2018 not so much?). ~20-30mb or so... with players is ~250mb+ for a typical sized league our of the box... maybe a bit larger if running for years and a robust FA field?.
