I'm leaning to buying OOTP19 but my computer has no internet connection/WIFI/whatever. Can I register the game offline?

Yes, you can. There’s an article in our support site’s knowledge base you can search for that gives instructions. I’ll link it for you a little later, if you don’t find it yourself, once I’m on my PC.
