Owner Spending

I was wondering what experience has been with modifying this setting under team finances. The scale is 1-10, with most seemingly set at 5. My assumption is that simply sets the team up to use its normal budget, based upon revenue.

When you look at the Dodgers, though, Mr. Johnson is set at 8, Reinsdorf of the White Sox is set at 9, Illitch of Detroit is a 4, Miami is a 2 and KC a 1. In a sense, many make sense but I am wondering the impact over time of that setting. If you think about it, KC spending at "1" going against the White Sox at "9" could be an unbelievable difference over a decade, and yet those two teams have been relatively similar over a 30-40 year period in terms of results. On the flip side, Steinbrenner is set at 5 with NYY and if the Dodgers, with relatively same cash flow, spend at 8, what does that do over time. Just curious if anyone has noted anything with this.

Also, do those numbers change over time? NYY are being conservative at the moment to get under the cap, but that could change quickly.
