Pick order for free agent compensation picks, could use some help

Hey everyone. I could use some help with something. Hoping someone can tell me how the order of compensation draft picks is decided in game or in the old MLB CBA. I know first and foremost it's date signed but as guys like to sign in chunks in OOTP I wanted to figure out how the order is decided when players sign on the same day and had a QO attached.

This is how it should work now, but it might be different in-game. It indicates nothing regarding date signed and I don't recall any CBA that did so, although I don't study CBA compensation rules, so that's by no means definitive.

Also, every CBA is old compared to today, so which CBA do you want rules on?

Everything I've seen in recent CBA's seems to determine "order" using the record of the team "at the time of the draft" or "from the prior season." So, resolving waiver claims, Rule 5, the June Amateur draft, etc. operate using one or both of those.
Sorry, I mean the CBA used in game which is now the "old CBA" compared to what MLB uses now.

This seems to be the rules for the 2012-2016 CBA when QO's were created. Date signed is not mentioned as a means to determine draft order.
