How does one recover lost games both baseball (19) and Hockey4 ?

lost games - as in you can't load or find your league? Any back-ups made? if not - try this link ...

if you had a back-up, you can go to the "LOAD TEAM" screen, and the recovery option is there.

No i had another computer whiched burned up and i lost everything games and ll,just need to find away to get them back and re-download them again

you can use the license twice, as it likely wasn't unlicensed you have 1 use left (not set in stone, read below). re-install and just use it if you have it written down. (download from steam or forum post = where you bought it from). you won't have to wait for any customer service to do this. at the very least you can be playing while the rest of the process plays out...

if the 2nd license is important, or just simply want it released out of principle... or, if you just don't have it written down / known:

you can contact steam or tech support here about obtaining any lost license or unlicensing for such a reason as you mention etc etc. whichever you bought it from, that's the customer service you have to deal with for that.

you paid online, so you have a paper trail. they have to keep financial docs for ~7 years if us company etc etc... or whatever current rules are. what i mean is it can be tracked down. it just may requier you to jump through a few hoops along the way.
