OK, these are some broad questions! I'll try to give some answers.

1. Any way to be org. when gm a team with the minors

Not totally sure I understand the question. Are you asking how to be organized when you are GMing a team that has minor leagues (because there is a lot of complex information)?

2. Using 20-80 scale instead of stars is a good idea?

This is completely user preference. Some people like the 20-80 scale because professional scouts use a similar numbering system. Personally I use a 1-100 scale.

3. How does the money system work?

This is a pretty complex question. You can find details in the manual:

http://manuals.ootpdevelopments.com/...inancial_model

You can also completely disable the financial system. So if you're really unclear, you might want to start your league with finances turned off.

4. On a 20-80 scale what is considered a prospect for pitching and hitter, fielders etc....

I don't know that there is a specific value you can identify, but generally you can read here about how the scale works in real life:

https://www.fangraphs.com/blogs/scou...couting-scale/

5. How do I customize my fictional league completely am i missing something because it does not seem as much.

What specifically are you trying to accomplish? If you want to create your new baseball world:
  1. Go to the start screen in the game
  2. Click on New Custom Game button
  3. Say "no" to "Challenge Mode" for now.
  4. Select "Create Fictional League."

That will get you into the fictional game creation area. From there there are hundreds of options.
