Allow a few days buffer to get back under budget

It's silly you can't initiate a trade offer, or even make an offer to a FA unless it's within the team's budget at that very moment (unless in commish mode). It would be nice to be allowed a "buffer" to get back under budget within a certain number of business days. Maybe a longer period during the off-season than in season. At the end of the buffer period you wouldn't be able to progress the game until you have gotten back under the team's set budget.

As of now you have to proactively clear $ room just to make trade or FA offers that you aren't even sure are going to actually happen.

This would be far too abusable, especially in online leagues. And I say this as someone who knows exactly how to abuse budgets online.
