Rescouting after editing roster

I am trying to update a roster as of now with correct 40 man rosters and minor leagues. I have edited a few players that should be better and I go to the settings to rescout so the edits I made in the game will show. Its not doing that though. Every other version of OOTP you could do this. How do I get the edits to show up after I make them? Also is there a way to reload every player picture in the game? I am adding player pictures and sometimes the game will put the photo under the wrong player and I have to manually reload it to get it to go away.

"Run Full Re-Scout" isn't very reliable in updating some players, so your best bet (and what I do) is simply ask your scout for a report on the player after you edit them. Yeah, you have to sim a day to get the report, but that's about the most you can do.
