initial scouting info?

If i start an inaugural draft with fictional players does the scout contribute to the initial estimates of player ability? If I start this draft with no scouts on any team will we all begin with the same info on players available? I tried to change scouts before the draft but the scout wont respond before the draft starts so i began the draft without one but was still able to get pick recommendations, where is this info from?

It is from OSA if you do not currently have a scout.

Yes. If no team has a scout then all teams will only have the OSA scouting information.
