I have "automatically import historical rookies" checked and I've disabled the amateur draft. When do the rookies show up?

i believe first day of offseason.

Yes this VERY confusing.

If you have MINOR leagues on and HISTORICAL EXPANSION OFF they WILL not show up if the teams minor league system changed.

You have to play WITHOUT minor and they get added to the expanded roster in spring training
