Traded First-Year Draft Picks - Who pays?

If I allow the trading of first-year draft picks, who pays the bonus?

If Team A trades its #1 pick to Team B, does Team B pay the bonus?

If they do, will the money saved by Team A be free/available and returned to its coffers at the end of the season?

You mean the slot bonus to the player?

A pick is just an opportunity to have exclusive rights to sign a player. Whoever signs the player has to pay any bonuses, I'd assume anyway.
