editing billboard,stadiums

My last purchased version of ootp was 16. I bought this years version and now I no longer know how to open files to edit billboards, stadium textures etc...I see files will only open with google chrome as well?/....any help on what would get me to just be able to edit textures and billboards would be greatly appreciated. In ootp 16, paint shop pro 7 would do it all...thanks guys/gals, for any info

Editing the signage in 18 & 19 is complicated and different between the two.
