Do you have a step by step process for how to do this? |

Copy/Paste from another thread(the IDs haven't changed from 18 to 19)
Last part of the world_default.xml is the "World All" region that has every country listed. Copy paste that region, edit it to: Code:
<REGION id="81" sort_order="1390" name="DSL Qualified Players"> After you edit, you can go in and just go into the database part of the settings and reload the world_default.xml file, and you'll see the new region to set for the DSL. The region is what foreign players are determined from, so this will allow everyone except US/Canada/Territories. |

NOTE: Change that new region id from 81 to 180, region 81 exists being 'US State: Alabama' Didn't catch that before. The ids just have to be unique, not in any particular order. You make the changes to the world_default.xml in the database directory

so do I just put the file provided above into the database folder? does it need to replace the "world_default.xml" file?

No, you just add to it. The only thing you're doing is adding a new region. It's no different than any of the other regions in that file, other than what countries it includes.

ok, now after doing this, do I still need to select a region (latin American, carribean, etc) and not allow foreign players in the league...or is this now counter-productive?

Ok... I am trying to find the region titled "DSL qualified players" but I don't see it in the list
