how to disable reserve claus?

I just bought ootp 19, and im trying to disable the reserve clause so i can have free agents and all that. But im having trouble finding the option! idk if it has been moved or what but does anyone know how to disable it?

League settings / Financial / uncheck "enable reserve clause era rule"

Game > Game Settings > League Settings > Financials > Financial & Free Agency Settings

Uncheck "Enable Reserve-Clause Era Rules"
