How can I force all players onto a Major League contract?

I'm creating a fictional major league with a hard salary cap and no "frills" (no arbitration, no free agency rules, no rule 5 draft etc.). However no matter what I do, I keep getting players spawning with minor league contracts even though I don't have any minor leagues. Is there a way to disable this so that every player MUST be given a Major League contract to play on a team?

Im assuming since you have no minor leagues they spawn on to the reserve roster. iirc They should convert to MLB deals when you add them to the 25-man during the season. Otherwise id treat the MiLB deals on the reserve roster as players who you have rights too who haven't had an entry-level deal yet.
