Why disable scouting in historical games?

This has never made much sense to me. A big part of the fun for me is the uncertainty of scouting players, so why isn't this possible in historical games?

I am unsure how player progression works in historical leagues, as I have never played with them myself in OOTP. Perhaps it is not present because the players progression is already a known variable to the player since they are being recreated from past results?

But there is an option to allow players to develop according to talent ratings and the OOTP development engine, rather than according to how they developed historically. Seems like that setting would make scouting important.

Game > Game Settings > Scouting Settings.

Give yourself as much, or as little or no fog as you wish.

You can also use recalc which will make them develop like they did, or leave it off and suffer the whims of the player development engine.
