How Do You Do A 2 Team MLB like Expansion?

I have 2 new teams coming into my Endor Baseball League after the 2029 season. This draft will mimic the 1998 MLB expansion but i am wondering how many players you typically protect and what other rules you typically use. i have about 600 FA as of 22 Jul, so there will be plenty of players for their 3-4 minor leagues.
I think last expansion i protect 28 players but teams could grab as many as they wanted from a team.

With that many free agents you could always disable the expansion draft and have them build their teams thru free agency. I always liked doing that but my current baseball world is severely lacking in free agents right now

I have teams protect 25 players, with no auto-protect for 3 years or less guys, and I limit the number of players each team can lose to whatever number gives each expansion team 30 players in the draft and then I do a 30 round expansion draft. So let's say I'm doing an expansion from 16 teams to 18 teams. I have each incumbent franchise protect 25 players, no auto-protect, and limit the number of players a franchise can lose to four, which provides 32 players per expansion franchise. I keep the expansion draft to 30 rounds, and some incumbent franchises will only lose three players.

EDIT: You have a lot of free agents though, so you could cut down on the number of rounds in the draft, and force the expansion franchises to sign more free agents, similar to what madjac74 said above.
