League creation ideas

Hey guys, I'm getting ready to create a league based off the largest 2 classes of my high school association, 5A and 6A. The problem I'm going to run into is duplicating the postseason.

What I want to do is have the West and East Division for both. 16 teams in each. After the regular season, the team's in each division are seeded 1-16 And broken down into 4 separate substates of 4 teams each (1-16-8-9) and so on. The 4 substate winners from each division advance to the state tournament. Is there going to be an easy way to set this up? I'm not sure if it's possible to create 2 separate associations within a save, or if I would have to create 2 separate saves, 1 for 5A and one for 6A. I know for a fact I'll have to have the West and East in 2 separate leagues to create the association. The problem will be setting up the league playoffs. It will set up as 4 rounds, but I only need 2 rounds.

Any ideas how to accomplish what I want, or have I thoroughly confused everybody? I won't be setting this up until Monday probably so I've got time to listen to ideas. Thanks in advance.
