Free agent league

What is the best way to set up a league that is for free agents.

Has anyone set up a league for MLB free agents to play in during the MLB season?

I'm interested in having it so that the players can still play but can be purchased by a MLB team. Any recommendations on how to set this up?

In the Historical Forum Tiger Fan shows how to setup another league when there are too many free agents. I believe the basics you are looking for are on the first page of the top thread in that forum.
