Early Historical - Will expenses catch up with budgets?

For my team in my historical league starting in 1903, my team expenses started out at roughly $15,000 and my budget was $39,000. Not a bad difference. However the next season my expenses went up to roughly $20,500 but my budget shot up to $190,000. Big difference. The next season my expenses went up to around $23,000 and my budget shot up to $290,000. Another huge difference. Its like that for all teams. Highest player salaries are in the $2600 - $3000 range

Will the player salaries catch up to the budgets? Whats stopping an owner (AI) from signing a player for like $100,000 since they have all of this extra budget? Could it be because a setting when setting up the league, like disabling scouting and coaches?

Yes the import adjusted financial settings option is checked. After the 1906 season (league started in 1903) the league settings / financials tab shows:

Avg Team Revenue = $307,170
Approx Revenue Range = $225k-$370k
Avg Budget = $333,500
Avg Player Payroll = $29,790
Avg Team Expense (excl Players) = $19,780
Avg Profit = $257,600

Thats a huge profit compared to payroll, so Im wondering if the owners will eventually pay the players so that the payroll vs budget gap is closed alot more.

I do have a few edited financial settings like reserve clause off, free agency set to 12 years, no revenue sharing but the visitors get 40% of the gate

edit: Before the league started I did change the market sizes, fan loyalty, and fan interest to all be equal, without applying the changes to the "assign fictional financials to teams" on the League Settings/Financials page afterwords, so i wonder if that has something to do with it. Or is it just normal to have such a huge gap?

I may have found the issue. I have "Team owner control budget?" set to No, entire revenue available. I set that to Yes, owner controls budget and reassigned fictional finances to all teams. That set the payroll / budget back to a much more normal difference, but Ill have to see if it just explodes again after the next season
