Inconsistent Rating Values Between Lists and Scouting Reports

This is a problem I've been running into with increasing frequency. Player ratings as displayed on a list or report don't match what's in their scouting report.

Here's an example from my current June entry draft (where I had the #1 pick, and would really like to have accurate data).

I guess the questions are:

Is this really a problem, or am I fundamentally missing something?
Has anyone else run into this?
If it is a problem/bug/glitch is there any way to fix it?
If it's not a bug, which overall rating and overall potential value should I trust more, the list or the scouting report?

This is often a problem. The player page/lists have the most "updated" ratings. Mostly this can happens if some league values change under the covers, which can cause the evaluation to change. Hopefully it should be better in OOTP19.

Player list (ex Draft pool list)
Player profile (summary)
Player's scouting report
