Letting manager handle in-game Defense Strategy only doesn't work

I play as General Manager in Commissioner Mode, but I play out (at least parts) of all of my team's games. When I play out games, I handle everything except Defense Strategy, which I let my team's manager handle. I do this because I don't want to be bothered changing the Defense with every batter when the situation calls for an obvious strategy.

However, in OOTP18, it appears my manager doesn't actually change the Defense when that is the only thing he has control over, and everything remains Infield Normal/Outfield Normal in all situations. Even in situations where a manager would obviously make changes to the defense (e.g. double play or infield in situations), the defense will remain at Normal.

I've checked my team's strategy, and that doesn't appear to be an issue. I even once had a manager who had a strong preference for infield shifts, but he never used shifts when he was in control of the Defense Strategy alone. When I've let my manager handle everything (i.e. Offense, Pitching, etc.), my manager will change the Defense Strategy when appropriate, but he won't when that's the only thing he has control over.

As I recall, this worked fine in past years. This bug appears to have originated in OOTP18 at some point.
