Question about Star ratings in Independent leagues

So I'm creating a fictional Canadian League modeled off of real life, including adding a High School Feeder league.

I was to set the league reputation to something realistic (like a 5-6) but I want to make sure that there are actually decent players coming from the high school feeder league and the created players in the draft. Anytime I have started a new fictional league with a reputation below like a 7, all of the created players NEVER get rated higher than a single star potential rating, and I'd love to even just get a couple of two and occasional three star players.

How do I get this to work. Someone help me.

Somebody might have a better way to do it but what I would do is go into commissioner mode and then edit the players skill scores and potentials to give them the desired star ratings.
