Suggestions for my Pro/Rel League

I've started a bit of a personal project where I'm creating an American baseball pyramid, well actually it's more like a tower with the way the settings work. The end goal is to have 6 levels of 28 teams each. Once this is done, I'd like to release it as a quickstart.


The way I'm going about it is I started with 8 teams in each league and each season I'm adding 2 expansion teams at the lowest level until I get to 28 in each league. In order to fill all 6 leagues, i'll need to promote more teams then are regulated. It will take me 50 seasons to complete this. My question is, should I focus on getting the top league filled to 28 teams and begin working down, or should I fill from the bottom up?


Something to consider is the way players enter the system. The only league that has access to the draft is the top league. That league has a 40 round draft. The idea is that the unwanted players after the draft will be released to be signed by the lower leagues. The more teams in the top league, the better quality of players throughout the game because more players will be generated.


I'm not worried about the lower leagues running out of players because they all have "a lot" of scouting discoveries which provides 12 players each year per team. I should also mention that the PCM's are scaled down by .5 for every level going down.


If I go with a top down approach, then there will be more premier talent to go around. If I go bottom up, then the premier talent will be a lot lower and there will be far more players suited for lower leagues only.


So top down - better overall players; bottom up - fewer players capable for the top league. Thoughts?

Top down could help make the league more competitive, so I'd take that.

Bottom up is what I'd use as some kind of challenge; ie, take a team on the lowest level and see how long it takes to work your way up to the top.

Have you thought of alternating between bottom/top leagues during expansion? This might lead to a more natural environment.
