Tournament Question
Is it possible to create tournaments that select specific teams to play in them a la the Champions League in European Soccer?

Unfortunately no. But, you could make an association that has all the leagues in it and make association playoffs where only the champions of each league qualify.

Note that unlike the Champions League which runs a schedule that overlaps the regular season schedules, tournaments run after the last associated league's postseason (if it has one) is complete.
