Ovr. and Pot. Star ratings not displaying properly

Current Settings of note:

- "Talent Change Randomness" is set to default 100

Current date in-game is Feb. 27th, the first day of Spring Training and also the same date a new scouting report was generated. When viewing Rosters and Transactions>Overview, the Star ratings are not the same as the Star ratings given in the scouting report for some players.

See Travis Demeritte in the attachments below as an example. When viewing his ovr. and pot. ratings in the Rosters Overview screen and the Summary portion of his player profile screen, his ratings are 2 ovr. and 3 pot.

When viewing his ratings in the Scouting Report section of his profile, though, his ratings are 2 1/2 ovr and 3 1/2 pot.

Most of the time, the ratings are only off by 1/2 a star, but sometimes they're off by as much as 2 stars (3 pot. in Rosters, 1 pot. in Scouting Report). Sometimes, inexplicably, the star ratings shown in Rosters Overview will change by simply navigating to another page and back again. I saw one of my players rated as 2 1/2 ovr. in Rosters Overview, I went to the Free Agent screen, went back to Rosters Overview, and his ovr. was then 3 stars. Ratings will even change upon exiting OOTP entirely and restarting the game.

These ratings change at random all throughout the year and even affect other pages, as well, such as the Free Agents list. I've tried the "Recalc All Ratings + Run Full Re-Scouting" option in Global Settings before, but that only works half of the time and even when it does, the ratings just end up changing again after simulating a few days.
