Screen doesn't fit

I ran the game and the screen was cut off.

I changed to windowed mode, and the screen was so big I couldn't even select the menus.

So now I can't run the game at all.

Usually when I have this problem I change the screen resolution, but didn't see a way to do that.

Now that I can't access the game menus at all, I'm not sure how I would change any settings.

Are you on a high DPI device? If so, what's your zoom level set to? It sounds like it's set too high. If you go to your system's display screen you should be able to lower the zoom and things should sort themselves out after that.

It is at 150 percent because I have a visual impairment, but that doesn't effect any of the other games I've ever played.

So I will have to change it every time I load OOTPB?

No, you can change it for now, and then once you get back into the game you can lower the resolution in-game, and it should be more manageable.
