OOTP 18 says unable to install patches

I have the latest version 18.8.76 that's on steam. I have avast, so have excluded both the ootp game directory as well as the documents folder in my documents. The game still will not install the patches for the game - it keeps saying an error "unable to install patches". That error is in-game. Can provide a screenshot for you.

What do I need to do to get it to install the patches? I may as well uninstall avast temporarily so it can do that. Barring that, I don't know what to do.

EDIT: Ran OOTP 18 steam version as admin and asked it to force reinstall the game data. I still get the error about being unable to install the patches.
